It shall be unlawful to do business in the city as an itinerant merchant without having first secured a license therefor as is herein provided. For the purpose of this subchapter, any merchant engaging in or intending to engage in the business as a merchant in the city for a period of time not exceeding 100 days shall be considered as an itinerant merchant, provided that peddlers shall not be considered itinerant merchants.
