It is unlawful for any individual, person, firm, corporation, association, or entity to place or knowingly allow to be placed upon or at any property or residence or place of business situated within the corporate boundaries of the city, any garbage, refuse, or ashes produced or generated outside the corporate boundaries of the city for the purpose of causing the garbage, refuse, or ashes to be removed by the city or its refuse collector.
