Each owner, operator, or manager of a commercial or industrial establishment shall provide and maintain good and sanitary containers for garbage, refuse, and ashes. The containers shall be commercial containers of either one-yard capacity or more and of the type that can be mechanically handled and emptied by the city collector’s garbage and refuse equipment and trucks.
