It shall be unlawful for any person, firm, or corporation to haul or transfer material, other than garbage, refuse, or ashes as defined herein, upon any street, roadway, or highway within the city except in vehicles, the bed of which shall have sides and tailgate of sufficient height, and which shall be loaded in such a manner, so as to prevent the spillage of the material upon the streets and highways during hauling.
