Except as hereinafter provided, within the corporate limits of the city, no person, firm or entity, other than the authorized collector, shall collect, remove or dispose of garbage, refuse or ashes of another for compensation. Notwithstanding the foregoing, the owner, operator, or manager of a commercial or industrial establishment within the City of Metropolis utilizing a container of one yard capacity or more may contract with any person, firm or entity for the collection, removal and disposal of its garbage, refuse or ashes.
