It shall be unlawful for any person to deposit in a container from which garbage, refuse, or ashes is to be removed by the authorized collector, any material other than garbage, refuse, or ashes as defined in this chapter. If any container contains any material other than garbage, refuse, and ashes, the city and the authorized collector shall not be obligated to remove the contents of the container.
