373.12 IMPOUNDING BICYCLES AND MOTOR BIKES.
   Whenever any bicycle or motor bike is operated by any minor under the age of 18 years in violation of the provisions of this chapter, or any City ordinance or State law governing the conduct of registrants or persons riding or operating bicycles or motor bikes upon the streets, paths, roadways or sidewalks of the City, such bicycle or motor bike may be seized by any member of the Police Department and impounded. A bicycle or motor bike so impounded shall be surrendered to the owner, and if the owner is a minor, no charge will be made, but a full explanation of the reason for the impounding shall be made to the owner, parent or guardian. A complete record of each such impounding shall be kept in the office of the Chief of Police.
