There shall be a Department of Safety, Department of Public Works, Department of Finance, a Law Director, and such other departments as Council may establish by ordinance. Council may authorize and require one person, including the manager, to be the head of two or more departments, and, unless other provision is made by ordinance, the manager shall be the head of each department.
