The City Manager is authorized to designate intersections at which a right turn against a steady red signal shall be prohibited. Any said designation or designations by the City Manager shall be journalized by the City Manager and Council notified thereof. Said notification to be given by the City Manager to Council at a regularly scheduled meeting prior to the placement of appropriate signs at said intersections designating same.
