The City Manager is authorized to employ additional registered professional engineers to perform services for the City in addition to those performed by the full time engineer of the City. The services shall include, but not be limited to, the preparation of all necessary plans, profiles, specifications and estimates for special projects to be undertaken by the City for the construction of improvements where a part or all of the cost is to be assessed upon benefited property.
