131.02 COMPOSITION.

The Department of Engineering and Building shall consist of one City Engineer, one Chief Building Official and such additional employees as in the judgment of the City Manager may be necessary to for the efficient operation of the department, but only to the extent and within the amounts appropriated therefore by City Council.
