(a) No person shall obscure from view, obstruct, block or restrict the access to any fire hydrant or Fire Department connection to a structure's fire suppression system.
(b) Hydrants constructed upon private property shall at all times be kept clear of any screening or obstructions, including snow, to permit the Fire Department clear vision and easy access to all hydrants. There shall be a minimum clearance of three feet around all hydrants.
