125.05 EMERGENCY MEDICAL SERVICE RATES AND REGULATIONS.
   (a)   The City shall provide emergency medical and rescue squad services to residents of the City and shall bill residents and/or their insurance company, including the Federal Health Care Programs of Medicare and Medicaid, for the services provided. Residents shall not pay any insurance co-payment or deductible amount to the City. The City shall treat the revenues received from local taxes as payment of any otherwise applicable co-payments and deductibles due from the residents of the City.
   (b)   Should the City provide emergency medical and rescue squad services to non- residents of the City, the City shall bill the non-residents and/or their insurance company including the Federal Health Care Programs of Medicare and Medicaid for full payment at the rate established by this section.
   (c)   Billing for emergency medical and rescue squad services rendered under mutual aid shall be as mutually agreed by the involved political subdivisions and pursuant to paragraphs (a) and (b) hereof.

   (d)   The following schedule of rates shall be charged to individuals who receive the following services:
 
(1)   Basic Life Support Transportation
$750.00
(2)   Advanced Life Support Transportation
            Category 1
$950.00
            Category 2
$1,150.00
(3)   Loaded Mileage Rate
   Basic Life Support (BLS) Transportation
$ 16.00 per mile
   Advanced Life Support (ALS) Transportation
$ 16.00 per mile

   (e)   The City Manager, Fire Chief, and the Director of Finance or their designees are hereby authorized to establish guidelines and procedures to assist the indigent and the financially needy that are unable to pay for emergency medical services.
   
   (f)   All funds collected pursuant to this section shall be disbursed as follows:
      (1)   Such part thereof as is necessary to defray all expenses of collection shall be paid.
      (2)   The balance remaining after such payments shall be deposited to the General Fund.
