All mechanical equipment shall be properly installed and safely maintained in good working condition, and be capable of performing the function for which it was designed and intended, and shall be maintained in accordance with their listing and the manufacturer’s installation and maintenance instructions.
All fuel-burning equipment shall be connected to an approved chimney or vent. No unvented fuel-burning equipment other than approved listed gas ranges or stoves shall be permitted to be installed in rental dwelling units.
All required clearances to combustible materials shall be maintained in accordance with the equipment label or listing. Clearance reductions may only be approved where in conformance to the applicable building code.
All safety controls for fuel-burning equipment shall be maintained in effective operation.
A supply of air for complete combustion of the fuel and for ventilation of the space shall be provided for the fuel-burning equipment.
All fuel-burning equipment found to have been installed or maintained contrary to the Building Code, including recent equipment installations installed without record of a valid approved permit, shall be cleaned, checked, and certified as maintained in effective operation by a contractor registered with the City of Mentor to install such equipment prior to the issuance of a rental certificate for said affected dwelling units. Every contractor engaged to check, repair or certify such equipment shall disclose and/or present a disclosure form stating in readily visible font, that “the offer of a bid for replacement of heating, ventilating and air- conditioning equipment when retained to clean and check said equipment may constitute a conflict of interest, and such owner is advised to seek other bids”, prior to, or at the time of, offering a bid to replace said equipment.
