Every owner, agent or operator of multi-family apartment structures shall be responsible for the extermination of any insects, rats or other pests in the public or shared areas of the structure and premises. When infestation is caused by failure of an occupant of a unit to prevent such infestation in the area occupied, the occupant shall be responsible for such extermination.
