This code shall apply to all residential rental dwelling units within any structures and shall also apply to common areas within structures or on the premises including single family units, duplex structures, triplex structures and shall also apply to multi-family apartment structures with four or more dwelling units within the City of Mentor. This section shall not apply to owner occupied single family dwellings, used as boarding houses renting rooms, where the single dwelling unit facilities are shared, and where such use is in compliance with the provisions of the Mentor Zoning Code. This section does not apply to mobile home parks or mobile home dwellings.
Every owner of residential property which is let, rented or leased, or advertised as such, shall register their rental units with the county in accordance with the state law. The owner shall provide the location, business address, and tax mailing address of such rental dwelling units. Every owner of such rental residential property shall obtain a valid Rental Dwelling Unit Certificate from the City of Mentor for each rental unit, indicating that the rental unit complied with the requirements of this code at the time of issuance. Such certificate shall be valid for a period not to exceed two years, and shall be renewed prior to expiration. Application for renewal shall be submitted to the City prior to expiration and inspections requested and scheduled at least thirty days prior to expiration.
