1371.02 RIGHT OF ENTRY.
    The Property Maintenance Inspector is authorized to make or cause to be made inspections of the exterior of all structures or premises within the City. All exterior parts of structures or premises must be available and accessible for such inspections, and the owner or occupant is required to provide the necessary arrangements to facilitate such inspections.
   Residential rental units will have an exterior inspection performed every 24 months. Single family occupied units are inspected on a complaint basis.
   Where the Property Maintenance Inspector or his agent is refused access, or is otherwise impeded or prevented by the owner or occupant from conducting an inspection of the premises, such person shall be in violation of this code and subject to the penalties contained herein.
