All exterior parts of every structure, including decorative additions, chimneys, fences and all other exterior structures, either above or below the roof line, shall be maintained in a safe condition, weathertight, and so as to resist decay or deterioration from any cause.
Any structure whose exterior surface is bare or deteriorated must be repaired or razed.
