1367.01 MAINTENANCE RESPONSIBILITY.
   The exterior of the premises of all residential properties shall be maintained so that the appearance of the premises shall not constitute a blighting factor for adjoining property owners nor an element leading to the progressive deterioration and downgrading of the immediate neighborhood with the accompanying diminution of property values.
   The owner shall be responsible for ensuring that premises, including drainage facilities, are maintained in good repair and appearance in compliance with this code. Occupants shall be responsible for maintaining in a clean and sanitary condition these premises or portion thereof which they occupy and/or control. In the case of commonly held properties associated with condominiums, village greens or similar projects, it shall be the responsibility of the designated homeowner association or similar organization to maintain those items which are under their direct ownership or control.
