Council may adopt, deny, or adopt with modifications the recommendation of the Commission. The conservation easement, along with any conditions or amendments to the application, upon adoption by Council, shall be indexed by the Department of Parks, Recreation and Public Lands. Said conservation easement and incorporated conditions and amendments shall bind any future development or use of the property. Thereafter, the easement granted to and accepted by the City Council, along with any conditions and amendments, shall be recorded in the Office of the Lake County Recorder at the cost of the City of Mentor.
