In deciding whether to recommend the acceptance of any proposal for the donation of an interest in real property to the City for purposes of conservation, in addition to the guiding principles set forth in Section 1359.01, the Commission shall also consider:
(a) Environmental conditions which may pose negative risks to the City. If environmental conditions are unknown, the Commission may request an environmental audit be conducted at the landowner’s expense, City expense, or at a shared cost prior to further consideration of the landowner’s request;
(b) Probable expenditures by the City in furtherance of remediation and maintenance of the property;
(c) Whether a landowner’s proposed restrictions after transfer of an interest to the City would be in furtherance of the guiding principles set forth in Section 1359.01

(d) Whether acceptance of the interest would negatively impact positive growth and development within the City.
