Each ordinance and resolution shall be introduced and read by title only, provided that Council may require any reading to be in full by a majority vote of its members.
Each ordinance and each resolution of a general or permanent nature shall be read by title on three different days, provided Council may dispense with this rule by an affirmative vote of at least three-fourths of its members.
