Single family residential yard waste containers and yard waste bags shall not be placed in or adjacent to the public right of way before 3:00 p.m. the day prior to scheduled collection except that this restriction shall not apply for the period of time beginning on the weekend immediately preceding the 4th Monday in October through Friday of the second full week in December in any year of City sponsored yard waste collection. Yard waste containers shall be removed from the public right of way no later than 7:00 a.m. on the day following collection, provided that regular collection has not been interrupted or delayed due to unforeseen circumstances not specific to the owner, occupant, tenant, or lessee of any dwelling.
Yard waste containers shall be maintained in good condition and kept in a clean, neat and sanitary condition at all times to meet health and safety standards. Any yard waste container that does not conform to the provisions of this chapter shall be promptly cleaned or replaced if necessary.
