1349.11 REFUSE CONTAINERS AND RECEPTACLES/BULK ITEMS.
   It shall be the duty of every owner, occupant, tenant, or lessee of any dwelling, building or property, either used or occupied within the City, to keep within a building or on the property occupied by such building suitable containers or receptacles for garbage, rubbish and waste materials disposal.
   Single family residential containers shall be the style and size provided by or accepted by the waste hauler then under contract with the City to provide curbside residential service. Refuse containers, receptacles and bulk items shall not be placed in the public right of way before 3:00 p.m. the day prior to scheduled collection. Single Family Residential containers shall be removed from the public right of way no later than 7:00 a.m. on the day following collection, provided that regular collection has not been interrupted or delayed due to unforeseen circumstances not specific to the owner, occupant, tenant, or lessee of any dwelling.
Containers shall be maintained in good condition and kept in a clean, neat and sanitary condition at all times to meet health and safety standards. Any container that does not conform to the provisions of this chapter shall be promptly cleaned or replaced if necessary.
It shall be unlawful to keep, place or deposit garbage, rubbish, or waste matter, except waste matter that accumulates during building construction, and except waste matter such as top soil, sand, stones, and bricks that are stored for sale or use on any private property whatsoever except as designated in this chapter.
