No person, firm or corporation shall place or allow to remain on or beneath the surface of lands in the vicinity of any public well or source of public water supply of the City any chemical, animal, vegetable, vile or putrid substance in such a manner that such substance or solution or effluent therefrom shall flow, percolate, or otherwise enter into such source of public water supply so as to effect the color, taste, odor or bacterial content of such water supply.
