Whenever the owner of a property fails to comply, or appeal within the time prescribed, the Chief Building Official shall take such action as necessary to make the structure safe, including the razing and removal thereof, either through an available public agency or by contract or arrangement with private persons, and the actual cost of bringing the property into compliance, plus 15% for inspections and administration shall be billed to the real estate property owner. If said bill is not paid within thirty (30) days after submission, then the Clerk of Council shall certify said costs, together with a 10% penalty to the Lake County Auditor for placement on the tax duplicate.
