If the finding of the Chief Building Official is that a structure or any part thereof is either unsafe or unfit for human occupancy, then he shall direct that the hazard be eliminated or the structure be vacated, and where such structure when vacated remains a hazard, it shall be completely demolished and the debris removed from the site. Such directive shall set forth a reasonable time for compliance.
After said directive has been served on the owner of the property, the Chief Building Official may post on the premises or structure, a placard warning that said structure is unsafe or unfit for human occupancy and that use or occupancy is prohibited.
