1345.03 NOTICE AND HEARING.
   When any structure by virtue of its condition is suspected of being a hazard to health or safety or unfit for human occupancy, the Chief Building Official shall hold a hearing for the purpose of determining whether said structure shall be declared unsafe or unfit for human occupancy.
   Notice of such hearing shall be by certified mail to the owner of the property at his residence or to the tax mailing address as shown on the records of the Lake County Treasurer or by direct delivery to said owner. Said notice shall specify the date, time and place of the hearing and shall advise the owner of his right to present evidence. Notice shall be sent at least ten days prior to the date of the hearing.
   At the hearing the Chief Building Official shall present evidence regarding the condition of the structure. Such evidence may be oral, written or both and may be from any City department, public agency or private person or firm as may be appropriate. The owner may appear at such hearing and may present evidence in answer to claims of hazardous conditions.
   Within five working days of such hearing, the Chief Building Official shall prepare a written report of his findings and shall cause a copy of same to be served on the owner in similar fashion as provided for the notice of hearing.
