Any building now or hereafter erected or used for other than human habitation in the City, which the owner thereof may desire to change, remodel or rebuild for residential occupancy, shall, for the purpose of this section be considered as a new building and the owner thereof shall, before commencing to change, remodel or rebuild, present plans and specifications and obtain a permit as required by the ordinances of the City for new buildings, and shall in all respects comply with the terms of the One, Two and Three Family Dwelling Code.
