The President of Council, or in his absence the vice-president of Council, shall take the chair at the hour for the meeting of the Council, and shall call the Council to order. A majority of all members elected or appointed must be present to constitute a quorum to do business; but a smaller number may adjourn from time to time, and shall have the power to compel the attendance of the absent members.
