The Planning Commission may reserve continuing jurisdiction to review any issued conditional use permit where:
(a) The efficacy of any condition for its intended purpose can only reasonably be ascertained after the use commences; and/or
(b) The use is of such a unique or unusual nature that the need for additional conditions may not be reasonably ascertainable until only after the use commences.
If the Planning Commission so reserves jurisdiction, it shall note in its minutes the item(s) for which is retaining jurisdiction and the CUP shall itself contain a notation of this action.
