Where a subdivision is proposed to be located in an area in which there are existing water wells in close proximity, the Planning Commission and/or City Engineer may require that information be provided by the developer sufficient to determine the potential impact of the installation of underground utilities within the subdivision on the water table servicing said wells The City Engineer shall determine if a high probability for impact exists. If so, he may require that an approved barrier method be placed on underground lines in such locations as he shall designate to control said impact.
