1115.03 STREETS.
   Streets shall be designed and constructed so as to meet the following criteria:
   (a)    The following table shall be used as a guideline for determining right-of-way and pavement widths. This table may be adjusted based upon traffic analysis. The average daily traffic shown in the table shall be used to determine street designation.

*    Streets with vertical curbs add 2' per curb, streets with mountable curbs, add 1' per curb.
Turn-arounds on cul-de-sacs shall have a minimum 140 ft. diameter right-of- way and 100 ft. diameter pavement. If the turnaround includes a center island, a minimum 25 ft. pavement shall be provided around the island with the turnout radii of the pavement at the cul-de-sacs being 50 ft.
   (b)    Pavement shall be constructed of portland cement concrete conforming to Section 450 of Ohio Department of Transportation Specifications, or full depth asphalt conforming to Section 400 of the same specifications, or such other combination of materials that will meet the same design criteria as approved by the City Engineer. The selection of pavement construction material may be specified by the Planning and Zoning Commission for the purpose of present or future neighborhood compatibility.

Where designated by the City Engineer, a granular base conforming to O.D.O.T. Section 304 shall be used.
   (c)   Curbs shall be constructed of Portland cement concrete in accordance with Section 499 of the ODOT specifications. Where pavement type is portland cement, a 4 inch mountable, integral curb will be provided. Where pavement type is full depth asphalt, a 2-1/2 feet curb and gutter section conforming to a type 3 ODOT standard shall be provided. At intersections, handicap ramps shall be provided at walk extensions.
   (d)   Underdrains shall be provided in locations designated by the City Engineer. Pipe size, depth, and backfill materials, shall be as approved by the City Engineer based on soil and site conditions.
   (e)   Subgrade shall be free of top soil, vegetation, soft clay, or other objectionable material for a minimum depth of two feet below finished subgrade. The subgrade shall be rolled, shaped, and compacted to a minimum depth of one foot below finished subgrade and to a minimum width of 18 inches beyond the back of curbs. Compaction shall be not less than 100% of maximum dry density.
   (f)   The minimum radius at intersections measured at the outside of pavement shall be 35 feet for local and collector streets and 50 feet for arterial intersections.
   (g)   Horizontal and vertical alignment shall meet the following minimum standards:

Vertical curves shall be provided at any change of vertical grade where the algebraic difference on grades is 0.5% or greater. Sight distance shall be measured as the line of sight from a height of 3.75 feet to 0.5 feet above the pavement.
   (h)   Sidewalks shall be constructed of portland cement concrete in conformance with O.D.O.T. specifications, Sections 499, Class C, with 5% to 7% air entrainment or other material determined by the City Engineer to meet the same performance and maintenance standards, and shall be located with the outside edge one foot (or more as approved) inside the right-of-way. Sidewalks shall be a minimum width of five feet and shall extend to property lines along all streets. The minimum thickness for sidewalks shall be four inches with a 4 inch (minimum) depth of aggregate base or existing clean sand base as approved. At driveways, and other points of vehicle crossing, the thickness shall be six inches for residential lots and 8 inches for commercial and/or industrial lots. Sidewalks shall extend to the curbs at all intersections and shall include provisions for handicap ramps. Concrete sidewalks shall have a non-slip broom or trowel finish so as to produce a uniform, gritty texture with a natural (no color additives) color.
   (i)   Driveway aprons shall be constructed of portland cement concrete in conformance with O.D.O.T. specifications, Section 499, Class C with 5% to 7% air entrainment or other material determined by the City Engineer to meet the same performance and maintenance standards. Driveway aprons shall be provided from the public right-of-way to the edge of roadway pavement at all driveway locations. The minimum thickness for residential driveway aprons shall be six inches and eight inches for commercial and/or industrial. Driveway aprons shall be placed on a 4 inch (minimum) thick aggregate base or an existing clean sand base as approved. Concrete driveway aprons shall have a nonslip broom or trowel finish so as to produce a uniform, gritty texture with a natural (no color additives) color. An equivalent thickness of asphalt may be used in lieu of portland cement concrete with approval of the City Engineer.
