The Planning Commission and City Council may, where they find that extraordinary and unnecessary hardship may result from strict compliance with these regulations as a result of topographic or other physical conditions, may waive such requirements provided that such a waiver does not violate the intent of these regulations and will not be detrimental to the public interest. Under no circumstances shall waiver be granted under this section to any requirements of the Zoning Code. (1969 Code 152.081)
