Any person or firm engaging in commercial waste collection, must provide a permanently attached covering for, or a fully enclosed body on, any vehicle used for the transportation of such refuse so that the contents of the vehicles will not fall or be blown off into the streets or public ways.
All vehicles used for commercial waste collection shall be leak-proof and watertight and shall have truck bodies of the vehicle in reasonable operating and visual condition as determined by the Director of Public Works.
The operator of a vehicle used for commercial waste collection shall keep the bed of the vehicles covered at all times whether parked or moving and shall remove the covering only to deposit such refuse and then immediately replace the covering as to the manufacturer's specifications.
