No person, agent, firm or corporation shall engage in the commercial collection of waste materials without securing a refuse contractor license issued by the Director of Public Works specifically authorizing the collection and hauling of garbage and refuse in the City. Said contractor license will be issued at a cost of $50.00 each year.
