The provisions requiring registration shall not apply to a homeowner desiring to perform work regulated by this chapter so long as such work is actually performed on land owned by, or under the maintenance responsibility of the home owner and is actually performed by the homeowner. Any work performed by the homeowner shall be subject to all other provisions of this chapter and to all inspections and fees required under this chapter.
