Every owner or occupant of any land, lot or premises abutting upon any alley, road or highway shall maintain the area between the right-of-way line and the building line within his lot side-lines in grass and trees, with at least one tree for every lot and one additional tree for every 100 feet of lot width. Said owner or occupant shall further keep the right-of-way, gutter, drain or ditch adjacent to the alley, road or highway, and within his lot side-lines free from weeds, rubbish and debris and in good repair and free from nuisance and hazards, and all trees located within the untraveled portion of such street, road, highway or alley shall be maintained so as not to create a hazard to persons or property.
