Each owner of any land, lot or premises abutting upon a street, road or highway in the City, shall install and maintain a driveway drain or culvert in condition so as to permit the free flow of road and surface water along said street, road or highway. Said drain or culvert shall be not less than eight (8) inches in diameter, or of such larger size as to permit the free passage of water from the ditch from one end of said drain or culvert to the other end.
