If it appears in any return under Sections 913.02 and 913.03, that the owner is a nonresident of the County, or that neither the owner or agent or the place of residence could be found, publication of a copy of the resolution once in a newspaper of general circulation in the City is sufficient notice to such owner, but no publication of the resolution shall be necessary in the case of construction or repair of sidewalks, curbing, and gutters where the notice is served upon the owner or agent as provided in Sections 913.02 and 913.03.
