(a) The City of Mentor, in consultation with the Health Commissioner, may, without prior warning, notice or hearing, suspend the permit to operate a tattoo or body piercing establishment if the operation constitutes an imminent hazard to the health or safety of the community. When a permit is suspended, the establishment shall suspend all activities immediately.
(b) The City may revoke a permit for:
(1) Violations which constitute a hazard to the public, as denoted in subsection (a) hereof, or
(2) Interference with representatives of the City of Mentor, Health Commissioner or other authorized representatives in the performance of their duty, or
(3) Repeated violation of this chapter found in consecutive inspections.
(c) Before revocation the City shall notify the holder of the permit or person in charge, in writing, of the reasons for which such permit is subject to revocation.
(c) Service of Notice. A notice provided for in this regulation is properly served when it is delivered to the holder of the permit to operate or the person in charge, or when it is sent by registered or certified mail, with return receipt requested, or posted on the premises of the establishment. A copy of the notice shall be filed in the records of the City.
