Every owner at the time of application shall pay to the City the sum of fifty dollars ($50.00). Such fees shall be retained by the City until the application is approved or refused. Each application shall be approved or reviewed no later than sixty (60) days after the application has been filed. If the application is refused, the fee will be refunded to the applicant. Upon approval of the application, the Director shall issue a license to the applicant. All licenses shall be issued for a period not to exceed one (1) year and shall expire on December 31st of each year. No license may be transferred from one owner to another. There shall be no prorating of fees.
