The Director of Planning shall provide each masseur and masseuse granted a registration with an identification card which shall contain a photograph of the masseur or masseuse and the full name and registration number assigned to such masseur or masseuse. Such card shall be worn on the front of the outermost garment at all times during the hours of operation of any establishment granted a permit pursuant to this chapter.
