(a) No new railway tracks shall be constructed within the City of Mentor over or across Reynolds Roads, Center Street, Hart Street, Maple Street, Station Street, Patterson Drive, Hopkins Road, Heisley Road, or any other street in the City of Mentor by any person, firm or corporation without first obtaining the written approval of the City Manager and City Engineer.

(b) Whoever violates this section is guilty of a misdemeanor of the first degree.
