(a) For the purpose of locating stolen motor vehicles and/or stolen motor vehicle parts, or conducting an investigation in relation thereto, the Mentor Police Department is hereby authorized to inspect any motor vehicle, as defined in Section 4501.01 of the Ohio Revised Code, or any motor vehicle part, on a highway or in any public garage, repair shop, parking lot, new or used car lot, automobile dismantler's lot, vehicle shredding facility, vehicle leasing or rental lot, vehicle equipment rental yard, vehicle salvage pool or other similar establishment, and is authorized to inspect the title or registration of said motor vehicles.
(b) The Mentor Police Department is hereby authorized to inspect, for the purposes specified in subsection (a) hereof, implements of husbandry, special construction equipment, and special mobile equipment in places described in subsection (a), or when such equipment or vehicle is incidentally operated or transported upon the streets or highways of the City.
(c) No person shall prevent, obstruct, or delay the performance of a police officer in the inspection of any motor vehicle, or equipment, or place as described in subsections (a) and (b) hereof, nor shall any person do any act which hampers or impedes a police officer from making an inspection pursuant to subsections (a) or (b).
(d) Whoever violates subsection (c) is guilty of obstructing vehicle inspections, a misdemeanor of the second degree. (1969 Code 131.35)
