The Council shall have its organizational meeting at 7:30 o'clock p.m. on the first Tuesday after January 3, 2000 and on the first Tuesday after January 3 of each second year thereafter. After its organizational meeting the Council shall meet regularly at such times as may be prescribed by its rules, but not less frequently than once each month. All meetings of the Council shall be held in compliance with state law.

All regular meetings shall be televised on the Mentor Channel, including the residents portion of the meeting known as Persons Before Council.
