(a) All owners and managers of taverns within the City which have been licensed by the State of Ohio to sell intoxicating beverages by the glass upon tavern premises shall be responsible for keeping order, controlling noise therein and maintaining lawful and orderly parking of motor vehicles upon said premises and environs.
(b) No person being an owner, co-owner, partner, officer or director of a corporation owning or managing for others a tavern hereinbefore described within or adjacent to a residentially zoned district shall permit motor vehicles of patrons of his establishment to be parked upon the tavern premises or upon the public right-of-way adjacent thereto in such manner as to violate state law or any ordinance of this City.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
