(a) Any person convicted of a criminal offense other than a minor misdemeanor and who as a consequence thereof, is confined in the Lake County Jail or City of Mentor Jail, shall reimburse the City of Mentor for its expenses incurred by reason of his or her confinement, including, but not limited to, the expenses relating to the provision of food, clothing, medical care and shelter.
(b) The Law Director is hereby authorized to institute an appropriate civil suit in the Lake County, Court of Common Pleas for recovery of the expenses referred to in subsection (a) hereof, the amount of reimbursement to be determined by the Court pursuant to Section 2929.37 of the Ohio Revised Code.
