(a) No operator of a vehicle shall operate the same at a speed exceeding fifteen miles per hour within any shopping center or upon any public grounds. No person shall operate a vehicle in a shopping center or upon public lands at a speed greater than or less than is reasonable or proper, having due regard to the traffic conditions, surface conditions and other conditions. No person shall operate a vehicle in a shopping center or upon public grounds at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
(b) Whoever violates this section is guilty of a minor misdemeanor.
