(a) "Shopping center" as used in this chapter means a group of not less than ten contiguous retail stores, having a total ground floor building area of not less than 35,000 square feet with immediately adjoining off-street parking for automobiles.
(b) "Public grounds" as used in this chapter means any land owned by the City of Mentor, the Mentor Exempted School District, the County of Lake, State of Ohio or any other political subdivision thereof.
